Reimu is the best character in the PC98 era just because she lacks any empathy and she's trigger happy when it comes to killing someone, either that or she's extremely edgy and toxic because she just spits out death threats randomly (which makes more sense because she never really kills anyone)

The biggest plottwist is that Reimu and PC98 Yuuka are the same character, except Reimu does not randomly intrude in conflicts unrelated to herself.

One correction for Shinki, I don't desire her as a mother figure, I desire to be Her!
There's four PC-98 characters I can really claim as favourites:
YuugenMagan: To be fair, some fans did give her a humanoid design, that helps her somewhat.
Yumemi: I like Yumemi in general (she's my favourite PC-98 character), but I do like the concept of a professor that secretly wants to prove that magic exists... until she's branded as a loonie (for lack of a better term) and kicked out. It may also be bias as I love the color red, and that's pretty much all Yumemi's clothes are.
Mugetsu: It would be nice, but who knows if her world is Canon anymore...
Yumeko: I prefer Yumeko over Sakuya actually, but her limited reach has unfortunately made Sakuya the more definitive Maid in the series.
Also, since I thought about it, in my opinion, SoEW has the weakest cast in the entire series (including both PC-98 and Windows), it's cast consists of two characters that already appeared already, another that would become a major protagonist in the next game, two characters without much going for them, two midbosses that are actually humanoid, and a bunch of objects (one of which is a stage boss). Even HRoP has more interesting looking bosses, and that game didn't even have a story to follow.
As for the strongest casts, I would give that title would go to UFO and UM, but in terms of the PC-98 it's either PoDD or MS.
These are only my opinions, however.
I don't have a definitive fav but these are my favs for each game:
1: Mima (Yeah she's pretty dope, has a cool design and really deserves to come back)
2: Rika (Obviously I'm going to pick the fucking tank 2hu lol)
3 (For an actual important character): Chiyuri (Cool but basic design and is a menace)
3 (Believe it or not): Ruukoto (I really like most of the maid characters in touhou, this one has a great design and she's a robot, I mostly like her because she has tons of potential to be an actual character/boss due to her being a robot)
4: Yuuka (not a really big fan of mosr characters in the game so she'll do, like the green hair ig)
5: Tie between Alice (controls a bunch of little dolls with magic, an idea that I really like) and Yuki and Mai (I like the fire and ice dynamic which would make these two a really creative boss if they were to return)
Me who doesn't know anything about PC-98 Touhou but really like Evil Eye Sigma because it's a giant bat-winged eye and i think it's so cool for a design. I don't know what it does but ima just say I like the way it looks.
