As far as i remember, after you fight lucheni go talk to somebody (i forget who). After that you will get a mission where you need to fight 3 boss. The first one is alter adam. The mission reward was mei level up material but if you finish it, you will get that item.

you can only equip one of the master cores, basic atk, ult, qte etc while you can equip multiple chips at a time
