Try rubbing spirit. In your water 1/4 or 1/3 &
Keep spray bottle in fridge to keep water cool. I’m a QATC from 1970s/ 1980s.
The polish melt in hot water & with the equipment use a stocking to help get a mirror finish. If you have the money try
Saphir polishers & creams.

Are those RCAF Cadet boots?

Those boots are standard issue from the Canadian Department of National Defence. They are standard across Sea Cadet corps, Air Cadet Squadrons, and Army Cadet corps in Canada. Hope that answers your question!
