He was referencing Hillary's donors who do the same thing but he didn't make the rules since he hasn't been in politics like she has, he just follows them. If she doesn't like him skipping his taxes, she needs to talk to her wealthy donors about it.

To give more details, the arrive app for covid essentially failed and never actually delivered. Later it was exposed that the current Liberal government spent around $55 million in non-bidding private contracts to develop the app, and the federal government employees and the app makers in Canada estimated that it should cost less than $1 million to create the app.
One of the private contractors who got $20 million only had 4 employees who were working from home and did not have an office. The owner of the company paid himself over $16 million in the two year period. This has become one of the biggest scandals in Canadian history and looks like a money laundering scheme from the current Liberal government.
Another important detail is that this was exposed by the federal government employees (hired workers), since the Liberal government (elected politicians) claimed that they offered the job to the government workers first but they couldn't do it, but that turns out to be a lie. It took the federal workers three months to create the app that failed to deliver in two years while costing only around $100k to do so.

By that logic, one could also say, e.g. "F you" to another member of parliament. The rule is, and I paraphrase, "no vulgar language, because members of this body are beholden to a higher standard of excellence".
His comback was awesome and it was a nice show of rhetorics, but the setup was still inappropriate.
He effectively (very effectively ^.^) used the standards of the institution that he is a part of to ridicule his opposition, and did so by flaunting the standards. It's the literary equivalent of taking a dump on the dance floor. You just don't do shit like that.

Basically in any country in parliament you should maintain the "decorum". Though I don't think "dart" would fit. That's okay and necessary. The problem is the (ridiculously) EXTENT they go in Canada. In Brazil, for instance, the presider of the session would call the attention of the person using the "improper' word in question but then PROCEED. Otherwise, like in this case, you can't go anywhere (specially in Brazil!). If he keep saying s** after being adverted he can even be put out. If the other person is offended he or she may even file a complaint in the ""ethic commission" and the person saying stuff can even go to a disciplinary procedure, if decided so. But stopping the whole conversation because someone said a WORD is just stupid. Surreal.

    Dear Misters Aba and Preach,
I just wanted to take this opportunity to thank you for covering this very important issue and congratulate you on your successes in the field of comedic interpretation of modern events.
As you might know, the last number of years have been a time of much confusion for all Canadians and it is a testament to our strength, as a people, that we have come together to share in this confusion so that we all might move forward together. The burdens are easier to carry when we all stand side by side and lift at once. I'm sure you agree.
The proud diverse heritage that we have as Canadians is, i feel, what has allowed us to persevere through the adversity that has been presented to us these last four years and in no small way because of fine people such as yourselves. You gentlemen are a part of the fabric that makes the rich tapestry in which Canada drapes itself during the cold winter of ignorance and intolerance. I assure you there is a spring time coming!
    And then a summer!
    Followed by an autumn!
And then, of course, winter again!
You will be happy to learn that I am personally launching an exploratory committee to investigate this heinous charge of fraud and nepotistic graft that my friends from the other side are trying to use to stain our lovely Canadian tapestry previously mentioned.
You can rest easy knowing that based upon the findings of this committee a panel of experts will then be authorized to study those findings. Much research and analysis will be undertaken to get to the bottom of this clearly unacceptable practice.
Once the panel has concluded their deliberations, a three party jury will be entrusted to safeguard the freedoms and democracies that this gross misuse of appropriations tears away at, maring our once fine tapestry. Sullying the very nature that I'm positive you would find unacceptable as do i.
After this three party jury has secured the freedoms and liberties that our blessed democracy demonstrates so vibrantly as an example to all the world, a tribunal of professionals in jurisprudence will examine with utmost care and diligence any and all discrepancies to verify policies are aligned with current accounting laws and practices.
A board will be established to convey to parliament what, if any, recommendations the tribunal has set forth in compliance with all applicable laws, statutes, and acts reinvigorating the trust and restoring faith and alleviating all doubt in the fine institutions that safeguard our tapestry from potential future diminishments on it's dynamism and vitality.
    Together we will foster transparency.
    See you at Tim Hortons!
    Yours very truly,

Though i agree. I have no confidence that we have legitimate elections. Trudeau is ran by the nwo. And then they just combine votes at the end with ndp anyway

West Indian (TT 🇹🇹) here. We too have this kinda foolishness in parliament. The most inane arguments over things that are gonna affect people's lives and the petty politics.
We also dont have a set amount of terms a PM can run for...

As an American, I can confirm that our government officials are also extremely embarrassing, and the fact that America is as the greatest power in the world makes it even sadder the way some of our government officials run around. Queue the secondhand embarrassment.
