It is from antorus the burning throne. You will find this raid in the middle of antoran waste. It does not show on the loot table and you can get this weapon (Taeshalach) from all difficulty but you need atleast 16 people to do mythic if you have never done antorus on mythic before

I got mine thru Raid Finder when Legion was current, idk how you would get it now since that was the last time I played retail xd
it drops from any difficulty now. it is a random cosmetic drop.
