This video was shot at the Branchport Ave level crossing in Long Branch, NJ
This crossing is located on NJ Transit's North Jersey Coast Line which runs between Bay Head NJ and NY Penn Station in New York City.

It's an NJT line, and the NJT is a commuter operation, so take a wild guess...
