Hello! If you don't want to insert a plastic band in that case I advise you to use an interfacing inside your fabric. You shouldn't put an elastic all around because it will be all gathered and I don't think it will look nice but you can use an elastic in the bottom part as you have to close the band. What will be the size foe for kids
For the length of your pattern you can measure a headband for kids and follow the instructions to make your pattern 😉
