I think about 200 maybe, but the number of balloons that you will need depends on the size of the balloon and the size of the candy cane :~)

Yes, but the proportions will be different, so you may need a longer piece of aluminum rod to be able to capture the curve of the candy cane due to the larger girth.

well, you can make a twisted one from the long skinny balloons, but I think it would be difficult to have a candy cane of this size and style without a frame for stability. :~)
