I got bad whiplash from a driver doing exactly this. I went round a bend and a pratt like this was heading straight for me. I managed to break in time and he slipped back on to his side of the road. Unfortunately a young driver behind me wasn't as experienced and hit the back of my car. When I spoke to him afterwards he admitted that he saw the other car but didn't manage to brake in time.
