There is a big difference between French and English in any analytical work. English gives the character of professionalism and scrutiny of information, while French is dominated by arrogance, knowing that English is more universal. Therefore, with the choice of English as an official language in Algeria, and completely displaced French, and enough arrogance from nothing, French has not provided human civilization with anything at the present time.

This policy of concentrating high-rise housing on a limited piece of land makes no sense in the long term. Algeria is a country of wide open spaces and long-term town planning should have foreseen these errors which cost the budgets of the Willayas and the government very dearly. How should road traffic adapt to this concentration of tenants in these dwellings? Also how to install all the municipal, public and commercial services necessary for this new category of new tenants….?
As you can notice in this video the housing projects in the south are low rise developments because plenty space is available, however in the north where space is very limited and agricultural land is expensive and needed to feed the nation therefore the housing style is different and consists of more concentrated housing projects in relatively high rise buildings.
New high rise housing is everywhere in Europe, Algeria can be generous with space as we've seen here in Arid parts of the country but in big cities like Algiers which borders expensive and rich agricultural land the only option is building high...
If the policy of creating new cities further south continues then pressure will ease on the north and the problem of demographic pressure in big cities will gradually solve itself.
Algeria and north Africa and desert countrys should collect thier food waste and put it in the desert like people should have special bags for food waste.
