It gives a weird/guilty buzz, and all the more so when we see St James's Park, and most of all wgen we see what Battersea Power Station is being used for. But the overriding concept of no kids is stunning...

And in central London there is that core zone where the new version of Britain (including zebras as pets!) maintains some elements of what we know (like Changing the Guard). After the events of 2022, the impact is even stronger. But still the Britain that soldiers on there is a deeply-flawed version, when faced with complete collapse elsewhere. I never understood why "illegal immigrants" were treated so harshly in the world of this movie. With an ever-declining population, wouldn't you want more people? Or was the idea that foreigners might be dangerous and more difficult to control? There seemed to be a constant threat of terrorism.
In the book they indeed import immigrants and treat them harschly so I understand your question. In the movie I think someone explained that they wish to use the last remaining resources for the UK, since the world has collapsed.

My point is to do that, you need all the economic participants you can get when the population is constantly shrinking and hence the economy is in a continuous state of depression. Unless there was no longer a functioning economy at all at this point and everyone was living on handouts.
