People are still debating about the quality of dubs
Every month or two there is always is a controversy about localises not doing their fucking job
The only thing that's changed is that the localisers are fucking up the subs as well

Nah theres still huge debate... Just that the video recommendation from yt or others have improved

I think the big part of the debate is actually translation. Like sure voice acting is important and there are arguments from that (i.e. “you can’t really convey Japanese style of speaking in english”), but for me and most people I know who watch mostly sub it is about translation and localization. The important thing to notice here is that when you dub the anime, you’re making it a complete standalone product, so you are kinda in a mindset where you already have less freedom. Like let’s say there is some pun in the original. When you localize for dub, you have following options: translate it literally, completely erasing the joke and making some absurd interaction (don’t do that obv), try to recreate the pun with what works in english - often much cringier than the original, but tbf sometimes you hit gold, or just completely rewrite the interaction, maybe inventing some new humor, maybe just removing it and stringing the conversation further - that’s just sad, usually. So, like, no good options here.
In sub, on the other hand, if it’s a good fan sub, you can leave in as much detail as you want, you can explain puns as a side-note while the viewer gets to hear it voiced and understands it better, you can leave all the weird quirks of speech written-out and they won’t be overwhelming, in my opinion you just more reliably get a more complete understanding of the original intention of creators. Obviously it’ll never be as good as just knowing Japanese, but we have to pick from what we can.
