I don't know what you're trying to say about research. Institutes like IISc and most of the IITs are well funded. Having done my Masters from IISc a decade ago, I can assure you that the kind of work done there is really good. There'll definitely be disparity with institutes like Berkely and Stanford, but that's changing. Instead of ranting over CZcams, I'd recommend you to sit back and allow the change to happen.
