Pay attention from 8:40 to around 11:30. Is he saying that this prophecy of the BoM is now being fulfilled that people won’t be in conditions to use their agency wisely - to choose the right - the only choice they’re presented with is the wrong choices, right before the second coming?

I’m going to listen to that again.
No, I think he is saying that we can easily become addicted to different things, wandering off the gospel path. This will take away our agency, because we will be giving it to that item to which we are addicted.

      Hi,
no I didn't hear him say anything that contradicted the truths in holy scriptures. When we are consumed with addiction, and bad habits, it's much harder to be able to discern between truth and foolishness. Satan tells us lies like: "It's not that bad." Eventually when we give in to temptation long enough, we will think that the sins that become a habit aren't bad at all, or are almost all good. An example is: "drinking helps calm my nerves," or " that drugs help my creativity."
In other words, we are tricked into giving much of our free will to Satan.
      I hope this helps.
