I don't understand why does ladder variant lacks the water cannon and sirens. There is enough room for both these things on its top.
The ladder truck's main purpose is to be driven poorly by Samuel L. Jackson.

The left can help people with normal NPCs, but the right one (ladder) only Tenpenny can drive and make crazy driving on the last mission (end of the line)
You can found this Ladder Truck in Sanfiero in the near from CJ carworkshop on the Fire station
