While the Batu Bersurat Terengganu/ Monument Stone of Terengganu was created in the early 13 century showing the acceptance of Islam by the Ruler and People of Terengganu. So Kedah is earlier by 100 years in accepting Islam based on current evidence. Both event are equally important in our history.

I'm not so sure what exactly your question is. But if you ask Agong power over his individual state, here might be the answer. During the time he serve as Agong, his successor (prince) will represent or act as Sultan for his state. Thus any duty under state will be represent by his prince.

Now, My question is, what are the powers of sultans in their respective state? Do they have governmental power like governors or only ceremonial powers? If they hold ceremonial powers only in their respective states, who holds the Highest governmental positions in every state of Malaysia ex: State of keda.
