Graduate program is any program you pursue after ur first degree. So masters is a graduate program. If you have an HnD, you need to continue and get a first degree(undergraduate) before you can apply for a graduate program. I hope this helps

If you are good enough to get in, the quality of education and in the long run the value of your diploma on the market will be increase... You seem to concentrate too much on acceptance rate, without looking at the number of applications. Other universities are much more popular and receive a lot more applications...

Agents don't facilitate admission to any university. What they do is guide you. Gaining admission is strictly dependent on your credentials.
