If you are preventing a talent like Ziyech from being on your team (and I'm assuming that it's not Ziyech's doing) then you should be sacked. Not sure how Messi is "unlucky". Perhaps until last year he was very unlucky in the Copa as his team had twice lost on penalties in consecutive years to Chile. In 2006 Argentina came within minutes of beating Germany in the quarter finals so that could have gone either way. In 2010 they were deservedly thumped by Germany in the quarter finals. In 2014 Germany yet again beat them in extra time, and Argentina arguably had the better chances. As you said of 2018 the team was not that exceptional though their round of 16 loss to France was an excellent free-flowing game.
Still, many players come close to winning on multiple occasions. Messi isn't particularly unlucky, If you want unlucky and not just in the World Cup but in finals then Michael Ballack wins hands down.
