I am not sure if this applies to cats, but I seen a show on wolves and there is a scent gland on their tail in the middle. Are they could be just effing around?

Tail movements in cats are very instinctual. When they get annoyed, it starts moving more. Just sucks when what's annoying you is your tail moving.
