No that's the opposition that declared themselves the winner. Maduro was declared the victor by the electoral counsil and the judiciary. The polls on expected results were including the opposition in exile, who didnt actually vote, thus they got less votes, because the majority of voters in Venezuela voted for the Bolivarian revolution

I feel very badly for the people of Venezuela - the nation has tremendous resources and should be absolutely thriving. The people and culture along with the awesome beauty of the nation should attract flocks of tourists. It has enormous oil reserves and natural gas along with mineral deposits and it produces a surplus of agricultural and fishing products. All these strengths if they had been well managed should have been able to generate enough wealth to lift it to enviable standards. I have met many Venezuelans who fled to Mexico or the US over the years and they say all of it has been squandered or mismanaged terribly and what wealth the economy can create is funneled to buy the military's support to keep Maduro in power even though he is exceedingly incompetent at everything except at staying in power.

In perspective, The middle class and the poor supported Chavez and Maduro in the past, think how bad the situation is that these supporters are tired and want change to growth and wealth what it used to be. Maduro seems to have loose sympathizers, therefore, he has to think of a rapid solution to get people at peace or exit. The regime is following Cubas- Castro's way of diminishing the population with oppression, but it seems not to be working. Back in the early 2000 people did indeed vote for Chavez and it is very plausible he won the election in 2012 but Maduro lacked every aspect, he was chosen by Chavez because the party knew Chavez was going to die soon and needed a puppet that would play along
