They can’t use certain characters because of Ken penders a sonic writer who basically killed the Archie line
With some lawsuit that took 200+ sonic characters so if they try to put a echidna or anything related to those characters he’ll probably start up another lawsuit.
So Sega and sonic team have to do the soft route and not use any of his characters.

That version of Sally is from a Sonic the Hedgehog comic called "Sonic Kids". The comic also shows Sonic wearing Red Converses.

Amy is a hedgehog, her original name was Rosey The Rascal, cause she was a Tails aged character.
Then in adventure they remade her to be Closer to Sonics age and clarified her full name is Amy Rose, not Amy The Rose.
Ayumi and Nazo are fan characters, SEGA owns the Archie Characters they werent forked over by Ken Penders, but said Forking is why they ended Acrhie Sonic and are being whores about letting those characters return.
Base Sonic and Base Shadow are pretty cool, they're definitely worth checking out.

TL;DR: One of the main writers owns a big chunk of the Archie-exclusive cast by copyright, followed by a legal stalemate with SEGA and Archie via Sonic Chronicles (Archie couldn't find his work-for-hire contract, so they had to settle), and SEGA doesn't want to go through that again 😞

Well, it is now, IDW comics take place in the games but I always loved the idea of archi comics in a sonic game (and by archi I mean the hood side of archi not the weird shit). It was weird how Archi and game sonic are two different worlds but oh well.
