CONSTITUTIONAL AGITATION So the Committee in Sofia, even as a political agitator, declares that its character and purpose are as "legal and constitutional" as those of any political society, or federation, as in England, for example. Members of the Bulgarian Society argue that many social reasons--no less that the natural sentiment of brotherhood by race and religion--have made the Macedonian question a Bulgarian question. Turkish misgovernment, they contend, is responsible for the constant immigration of Macedonia into Bulgaria.. Over twenty-five thousand of the seventy thousand inhabitants of Sofia are Macedonians. In their own splendidly fertile, beautiful land--which is much larger and more richly endowed by nature than Northern Bulgaria--why is their no career for them? And there are immigrants of a different class--the fugitives who have been crossing the mountains since October, and of whom I have given some account in former letters. These fugitives, whose numbers are steadily increasing, are housed, fed, and clothed by public contributions. But this cannot go on for ever. And if the Macedonian trouble lasts, these refugees will become competitors with native Bulgarians in the labour market, or they will become paupers, a class of people hitherto unknown in Bulgaria. The Committees in Sofia and throughout the Principality have no choice but agitation.
