Why on row 3 do you do a double crochet then a half double crochet and then continue with double crochets? Are they all suppose to be double crochets?

How many foundation chains did you make?
Honestly, I can't remember exactly how many foundation chains I made for this pattern, but in the video you'll find the multiple you need to follow to create a crochet project.
Why is the second row, second stitch a tc and not like the others on that row? Was it intentional?
