Even v2 won't open, since l2 remains off
In your's program l2 cannot be made on
Check & ask

In this process, the water in tank cannot fall to l2, because if l2 is off, v1 will open & water rises to l2 again.
So l1 cannot get on, since water level won't fall to l2
Check again
