Min 10:00 - 11:15 does not work. There's just an ugly white stroke. No shine, nothing transparent. Just as if you had painted over the picture with a white brush. Does someone know why?
Make sure you added an outer glow with the neon color you wanted. Then play with the values a little to get what you are looking for. I'm guessing your Size/Spread values are low. If not make sure your layer is set to normal and not multiply, color burn, linear burn etc...
