Carson is dapping now. That's just the kinda guy he is.
It has a bad reputation, but it's not a bad episode at all. I also think it serves a purpose: we already know that the Avatar is the bridge between humans and spirits, but for me this episode establishes that the Avatar is a mediator and kind of a political figure, a diplomat. Being the Avatar not only gives you the power of bending all four elements, but also certain authority (and I think it's important, specially for Legend of Korra).
Politicsbending is what it’s called.
It also serves another purpose: we learn that there are Earth Kingdom refugees headed to Ba Sing Se to escape from the Fire Nation.

I don't understand why people keep saying to skip this one.
Its. Not. Filler. Its a part of the story, even if it's not particularly plot relevant. Filler is unique to adaptations, and just means original content made up for an adapted work in order to fill time.
I get so unreasonablebly upset when people misuse the term just so they can dismiss shows or episodes they don't like.
This series has no filler.
Also, filler isn't bad. You gonna just eat the cookie part of an Oreo or are you going to eat that filling?
I believe that the story behind this episode was that Nick asked the show creators for a self-contained little story that they could use as an episode to run when they didn't have any other episodes for the time slot. It was basically made as the go-to rerun episode and so people deemed it filler. At least that's what I've heard about it.
For what it's worth, that story checks out; this episode was the most replayed while the show was still running by FAR. That's the main reason people don't like it from what I've seen.
"It's just two episodes" out of this 60 episode masterpiece of cinema, yes. I think you missed out on not watching The Great Divide and The Painted Lady on your first watch
Think of this episode as the calm before “the storm.” Literally the next episode is actually called the “The Storm” and it’s very important to the main narrative

I never understand why this episode is considered filler. I mean I get where people are coming from but to me this episode is great. Is it overall one of the weaker episodes? Sure. But its not like its worth completely skipping over just so you can finish watching the show as fast as possible. Its still miles ahead of what you get from other "filler episodes" from other shows imo.
This episode was by far the most rerun. Any time they needed to fill a spot on the air they just played this one. Everyone got sick of watching it, that's why. It's not actually because it's that bad of an episode.

I think the main problem with this episode is fatigue. Avatar was Nick's top show during its run so they ran this episode every chance they got.

Painted Lady is worse than this. Avatar Day is maybe tied but is pretty funny. That being said nothing should be skipped, filler should only be considered a thing for anime adaptations of manga which this isn't.
