Regarding depth of footing for uniform thickness based on sbc you have a thumb rule

30t 1/3.5 where D is depth of footing, A is side of footing. In this case for 15t/m^2 D= 2.5/5=0.50m roughly. You have calculated 0.40m.

As far as I know there is no licensure for structural. Civil engineer lang but you should have comprehensive experience in structural design so you can be called a structural engineer

Theoretically hindi acceptable, but kung ang span between beam-beam around 3 to 4 meters negligible naman ang effect. Importante yung rebar splicing, hooks and development length are in proper arrangement. Rebars will take care of it

Sa cross section po ng slab at beam, same lang po ang ang top ng beam at top ng slab? or dapat nakapatong ang slab sa top ng beam?
Theoretically beam carries slab, therefore slab bars should place on top beam bars. Thanks

Ex..put live load on stair area..then next span no live ..then live load again sa next.. why pattern live load..
Para makuha yung mas malaking moment sa midspan..compare sa full live load on all span.. thanks..

Sir, ano po remedyo sa exposed rebar sa concrete ceiling?
Normally ang pinaka effective treatment is epoxy grout. Hindi na kasi pwede ang concrete grout dahil ma de-detach lang. Proper procedures - I will make a short video on that, stay tuned to this channel. Thanks.
