The fan is blocking the sound of the epic motor.
There is another Gable Elevator at the Puritas Rapid Station in Cleveland, OH.
If I'm not mistaking, I think this elevator has Monitor Controls vandal resistant fixtures with TR1400 buttons, which are 1.375" diameter, similar to Innovation Security. But these are Monitor, and speaking of the two companies, Monitor Controls has recently been acquired by Innovation, which means that Monitor fixtures will be coming to an end. As a result, there will only be 6 aftermarket fixture brands, which include CJ Anderson, Innovation, GAL, PTL, EPCO, and Adams.
The key switches don't look like Monitor. I think these are Epco fixtures. The fire service keyswitch looks like Epco.
It appears Monitor might still kind of be in business, as their website is still up. Though they might just be selling their inventory.
***** Don't forget Dewhurst! Their fixtures may be rare in the U.S., but they do pop up occasionally.

Haha i know why that happens. The voice usually is only supposed to say that when you arrive at a selected floor, but apparently here, thanks to the wonderful quality of generic crap, there is a glitch where the voice says this message every time the floor indicator changes
Probably a bypassed connection somewhere. It "thinks" the elevator is always stopping.

The elevator is a GEC Panaromic Elevator.
Those looks like Monitor fixtures because of the open and close buttons.

There is another elevator I think that says the same thing, I think at the same station, but only when arriving at a floor. I find this funny.
Indeed, it's only supposed to say that when arriving at a floor, and most Metro station elevators do that (and do it correctly). However, I believe this isn't the only station with this problem.
Actually, Ben Schumin rode this same elevator in 2004 and when the door opened, it had a message saying "Welcome to the Vienna Station. Please give priorities to seniors or persons with disabilities before using this elevator. Thank you. Going up.".
Voice chip may have glitched out or it was mis-wired at some point since then

Did you ever check out the elevators at the south parking garage? Those elevators are no older than 1.5 years old and they actually ascend/descend much faster and without the "Thank you for using the Metro Rail" announcements. :-)

I have a video somewhere of this elevator saying, "This elevator is needed because of an emergency. Please exit the elevator when the doors open," along with the welcome announcement and floor announcement. The end result was that she spoke nonstop when I rode that time.

Do you think one of the door sensors is bad and is shorted out? It shouldn't speak floors unless there's a stop. The "7" could be an error code. Just a guess...

Imagine if this was installed in Dhoby Ghaut MRT Station, it will be thanking everybody who will be riding/have ridden on the Circle Line, North East Line or North South Line.

That is one annoying indicator. Who's idea was it to have it say "Thank you for using the metro rail" at every floor? If I parked there on a regular basis, I might go insane.
This reminds me of a car wash that I been to. Please drive forward slowly, it would say that over and over until you are in the car wash. Imagine this elevator in a high rise building.
