Husband and wife both can apply subject to the condition that one applicant will have to surrender plot if both are successful. Please clarify if both husband and wife can apply jointly with each name as first applicant and vice-versa.

It is not explicitly mentioned if we can apply jointly, as you described. But we would recommend to apply without co-applicant to avoid unnecessary risk. Later you can anyway add your spouse once you have the plot. So that would be a safer approach.
