When the last part came before he is thrown to the water his hair looked so dark from the rain I just wrote him off as a random NPC. Then later when I found that out my mind was blown lol
It took some guessing, but I finally concluded it was Tommy before seeing him, naughty dog really made sure to pay attention to detail. While playing you can notice him pulling off the tactics he showed Ellie, such as shooting the car to attract infected
