That's very true. What disturbs Ugandans is the excitement among voters and those who don't vote! The NRM MPs that don't work for Uganda but for one man in the executive that decides where and when and how to help Ugandans live at his mercies that Uganda can't live well unless at one man's mercies. There's no more patriotic leadership in Uganda. Only tyranny and compromised rulership.

But do police have to reside in barracks. Give them housing allowance and they rent in private sector. Here in U.K. your neighbour could be a police man and you can’t know b’se he does not come home in uniform. He finds uniform at station and after shift he goes bk to station and undress. Let police work shifts
