ఇల్లు కట్టుకోవడానికి పర్మిషన్ లేకపోతే అది అక్రమ కట్టడం; కానీ ఆ కట్టడం కట్టిన రోజుల్లో పర్మిషన్ తీసుకుంటే అది అక్రమం కాదు. 15, 20 సంవత్సరాల క్రితం పర్మిషన్ తీసుకుని కట్టిన ఇళ్లను నేడు అక్రమం అని కూల్చివేయడం అన్యాయం. అప్పుడు ఎవరు, ఎలా ఎందుకు, పర్మిషన్ ఇచ్చారు అనేది కూడా దర్యాప్తు చేసి ఆ అధికారులను కూడా శిక్షించాలి. ఆనాడు పర్మిషన్ కోసం లంచం తీసుకున్న అధికారి బాగుపడ్డాడు, అదే పర్మిషన్ తో ఇల్లు కట్టుకున్న వాడు ఈరోజున నష్టపోతున్నాడు. ఇలాంటి పర్మిషన్లు తీసుకునే కట్టిన కాటేజీలు, కాలేజీలు, వీల్లాలు, భారీఅపార్ట్మెంట్లు, మొదలైన వాటిని కూల్చి వేస్తే కొన్ని వేల కోట్ల రూపాయలు బూడిదపాలు అవుతాయి.
