I don't find Ipad super useful. Some people do. I think if you are on a budget avoid buying it. But it 3-4 months into the program if you see that there is use of it in your particular program.
It very much depends on what kind of software you will be using for most of the time. RTX 3050 is something that offers good graphics performance and if needs are high than 3080 or 3090 are also very considerable. Also its very much depends on your budget, ram size and SSD speed too. You can also look into M1 Pro or M1 Max too.

I gave my college address in the address field as you shared on your status on Instagram but they told me that they cannot verify that the given address is mine so they declined my application. I told them that they can have a look at my i20 but they didn't agree, they were asking for utility bills and such. How can I share utility bill of a university? I tried to explain them but they didn't agree. I would suggest students to apply for these cards once you reach the US because applying from India will create these kinds of problem.
I 100% recommend you to apply when you get to the US. If you are not in the US and you are applying for it, it will really take your IP address also into consideration. So apply as soon as you get to the US.

A lenovo thinkpad would do. Most of the softwares work really well on windows so prefer those.
