Excellent question and one definitely worth asking.
Looked at in isolation it would have been better to create a fictional nation for Borat to have come from and a strong argument could be made for them not filming that much in Kazakstan but for me it comes down to 3 issues.
      1. Strategically if they created a fictional nation all it would take is someone with a globe, atlas or access to the internet and it would all collapse.
      2. The primary purpose of Borat was to explore aspects of US society by finding the limits.
      3. The final arbiters on if this is offensive should be the national of Kazakhstan and my understanding is that after an initial period of objections, mainly from Kazakh students in the UK and US who thought that those nations were taking the film seriously, it actually brought more attention to Kazakhstan and has become a net positive.
To me films of this type serve a purpose by provoking a reaction from individuals which then trickles down to society as a whole and that can burst people’s little insular bubbles.

      Excellent question and worth discussing.
Looked at in isolation it would have been better to create a fictional nation for Borat to have come from but that would have been very easy for people to break the character.
Ultimately the real target of Borat were the people he was interacting with and the insular bubbles they live in.
Besides the real arbiter in this issue is the national of Kazakhstan and after initial objections they realised that the obviously fictional interpretation and increased awareness is a net positive.

Sasha Baron Cohen's real skill isn't comedy, it's getting people to show you their real thoughts. He presents these characters that are SO obviously fake, and the people who really think the world is like that just go along with it and agree with all his insanity. His Ali G sketches were even better, as he did lots of interview-style bits in that, and some of the things people were happy to say in his presence were incredible.

    "I'm so afraid of bears!"
So I grew up in Turkey many years ago, and in the capital of Ankara they had a tradition during Ramadan where men would walk through the city with an honest to goodness bear, which they had taught to rear up on its back legs and "dance" whenever they played some music. So every couple of apartment buildings they'd stop, make the bear "dance" for a minute or two, and residents would come out onto their balconies and throw money or chocolates down for him to gather.
My father was stationed at the US Air Force base there, and his office fielded a (ridiculously bad) softball team for the base league. Toward the end of another winless season, they hired one of those guys & his bears, and put the bear in at third base for an inning. It couldn't field worth a damn, but it didn't matter because nobody on the opposing team wanted to run past second. 😂

After the fun premiere chat we had, I feel I must leave a few words about bears. My experience with Black Bears is they are surprisingly timid, given how incredibly strong they are. But then, I'm not an idiot, so I never provoke them, always give them space, and don't stare them down, which can make them nervous and defensive. The scariest encounter I had was when I was standing quietly on a trail listening for an unseen bird and a pair of frisky bears ran along the trail, oblivious to me. Only when I announced myself did they stop in their tracks. So I interrupted their date, and as the male walked back down the trail, he turned his head and gave me a look, as if to say, "Gee, thanks pal!" But, no revenge was taken by either bear! Of course, grizzlies are much more aggressive and dangerous. I'd love to hear bear stories from Jen's community.

Jen, you have to understand the Brilliance of Borat is that through the actions of this character he reveals the mindset and intent of the people that he's talking to. ------ So Bora doesn't have to see what he feels he threw his naivety gets people to tell him their intent and their thoughts. -------- Which is an absolutely brilliant subtext happening in the movie. ------- Nobody's aware of at the time when things are being filmed. -------- That's what takes Borat to level 10 as a legendary piece of script writing and movie concept execution.

Thank you for another excellent reaction, Jen!
Slander laws in America are written as such that you need a specific, intended target, and intent to slander. None of the lawsuits filed against him were successful because he had no way of knowing what anyone was going to say or do when they were on camera. Everyone he interacts with in this movie gave consent to be filmed and/or permission for their likeness to be used. According to legend, whenever anyone being filmed inquired about the precise nature of the documentary they were going to be in, they were somehow "inadvertently" convinced they had nothing to worry about. Not once was it ever actually addressed (at least not on camera). No intent, no misrepresentation, no slander. I have my doubts that some of it wasn't staged (performance of the century if I'm wrong), but it's still amazing. Please watch The Dictator next. Personally, I think it's even funnier.

I watched several reviews of this film by Kazakh bloggers. Kazakhs are generally very nice people and rarely take offense. Their main question is: is this really what they think about our country? Where did these strange stereotypes come from? Although even we, their neighbors, have several "dotted lines" in relation to the Kazakhs. For example: their obsession with meat. They especially like horse meat. And this is a fact. But the Kazakhs are not offended and even joke about it themselves. Although of course Borat's humor is much less harmless.
