Hey sweetie,
The reason why it kept chipping is because you need to sand it down. The reason why you sand it down is because it helps the spray paint stay on better. Any time you want to spray paint on metal you always need to take off the shiny first and it will hold better.
Once you do all of that you want seal it so the paint won’t come off.
Other than that it came out really cute!!!
You could of also screw in your wheels it make the hold better.
I do love how you came up with the idea on how to put your wheels on though that was genius!!!
