First I believe the best think to do is to give the shahadah and the meaning of these words to people who are interested to know about islam. Then people will maybe interested to know more about Islam so that their misunderstanding and issues about the religion can be exposed so that it can be dealt with.
Step 1: tell them shahadah and the meaning of these words.
Step 2: Explain why islam should be followed.
Step 3: dealing with people issues and the misunderstanding about islam.
Step 4: if they are interested give them instructions and guidance personally or by islamic books.

If they accept that, then teach them that Allah as obligated charity to be taken from the rich and given to the poor. If they accept that, beware not to take from the best of their wealth. When you say Shahadah you declare monotheism and become Muslim and that is the meaning of Islam to submit you well to you creator almighty allah and you don't associate any body with him. If you do so you fulfill your porpose in this life. And you will be rewarded in here after.
