I think using waterproof and smudge proof kajal is the best option for now. And as you keep using it, your eyes will get used to it so it'll get less teary as time passes. I had the same problem but it went away as I got used to using kajal.

As @Ray Gardner says, you will get used to it. But in the meantime, when your eye starts watering, tilt your head so the tears flow inwards and use a q-tip or rolled-up tissue to quickly absorbed the tear near the inner corner of the eye before it flows further. Do this while applying as it will give the waterproof kajal time to dry and become waterproof instead of spreading or washing off.
