I think the biggest reason it wasn't implemented is that most of the top pitchers in the 80s and 90s and before already pitched fast. Like Nolan Ryan or Greg Maddox for example wouldn't need a pitch clock. I think a really good rule recently was limiting the throws to first base. I noticed in a lot of games that you would see like 5 or 6 times in a row of pitchers throwing to first it was ridiculous some times.
