I feel like Harkman and Davis are playing chess. Harkman moves a piece to show Davis what a good Scp looks like, Davis find out his plans and calls him out on it, and Harkman awards Davis with a pawn. Sooner or later Davis could possibly get the queen, and they can both end in a Stalemate.

Wouldnt special containment precedures be that all gaurds assigned to davis would not have live rounds but tranquilizer darts or some sort of like syringe darts that can have you start the effects faster

Also, if Otso helped a universe too much then there’d be no story. Reason why characters like them limit their involvement.
