Dubai is kinda heading in the direction of the west pretty quickly. USA or Singapore are a lot more viable options for entrepreneurs. I would stay away from UAE it’s not the same it was a few years ago. Don’t get conned.
This is a global trend in 2024. Business aren't able to produce healthy profits. Taxation and government greed have a enormous impact on businesses but I can confirm businesses do create their own nightmares.

Our family has been doing business in Canada for over 2 decades, and we are currently waiting to liquidate all our assets so we can move to Dubai. We have been there many times and love it there. Questions for you, in Canada you can earn passive income via GIC or private loan etc. In Dubai I know they have similar products like GIC but what about private loan (we want to make more than the traditional 5-6% bank interest). On 12M CAD what kind of return can we possibly make? Also what business license would be appropriate in Dubai for what we want? Hope to hear from you.
