My brother did two tours in Afghanistan. Iâm sure heâs been in combat, much of which he never speaks of. What I do know is that is some instances the rules of engagement go out the window when it comes to survival. Soldiers just want to get home and sometimes at any cost. My heart goes out to anyone who has either had to fight in war or was a civilian caught in a war.

I feel like the kinds of people that would actually agree to all of this and act accordingly aren't the kinds of people that would participate in a war in the first place.
They generally don't participate in a war. Most of the time, these limitations on war were done by officials who never step foot on the battlefield.

They're not like laws that we civilians have to follow, they're more like "apply when suitable". Guaranteed, they are gonna be broken at some point (German concentration camps, British Bombing of non-military targets, Japanese brutality to Surrendered Chinese or American troops, etc.) but just the existence of this suggestions already reduce the frequency of this type of acts, no matter who the winning side is.
Still, doesn't mean that they are ignored a lot.
Gone are the times when the person who started the war fights in it. Kings once fought with their army but leaders are too weak to show that kind of leadership these days.
If there were a full on world war all these rules would go out the window

One of the big rule you haven't mentioned that is actually followed by pretty much every nation (although not by guerilla or terrorist groups) is uniforms. Every army need to have easely identifiable uniforms and soldiers on duty are not allowed to dress up as civilians or dress up as the enemy. Now mind you, the reason why this is the one rule everyone follows is that everyone agrees that this is just practical. If you dress your soldiers as the enemy for a trap, well, they are gonna do the same thing and soon the whole war will devolve into a free for all with everyone shooting everyone because they can't be certain if they are allies or foes.
This is how the US has been able to keep terrorists at Gitmo and on Black sites. They are not legal combatants, and as such, they are not subject to protections under the Geneva Conventions. They are left to the will of their captors. Legal combatants NEED to be identifiable, and if they are not, they forfeit all legal protections.

Watching shows like Band of Brothers, I always found it crazy to watch the medics running around on the battle field treating the wounded while heavy machine gun fire is still going on.
