International Association for Society & Natural Resources (IASNR) 2022 Virtual Conference presentation. Talk is on evidence of community disproportionality in the US Clean Air Act 1990 amendments using cap-and-trade to lower sulfur emissions.
Results show that wile overall emissions reductions were achieved, those reductions did not occur equally between communities. In MA, low SES communities had lower rates of emission reductions in interval years than high SES communities.
Suggestion is that although environmental policies can achieve important overall goals, we must also consider how those policies play out in operation, for example identifying the potential for disproportionate impacts between communities.
