I went to Germany in the 80s and remember people dressed-up even to go walking in the city. Now it seems like it more similar to USA where everyone wears shorts or jeans and t-shits. Not just in Germany but in all of Europe in general.

Nah, this is explicitly German, the country has bad style in general and I say that as a German. It's getting better amongst gen z but millenials and older in Germany are either completely desinterested in fashion or have a very distinct bad taste. I don't remember that having been much different in the past, but it's certainly better in both Scandinavia and Southern Europe.
With that being said, there isn't anything wrong with wearing shorts or t-shirts in 40 degree celsius weather unless you are looking for a heatstroke.

Prussian German descendant myself Some of my family settled in Texas when the Great Migration happened I wasn't really brought up in a German household per se but I did know that I had German heritage. Germany is on my bucket list just working on learning it first looks nice there. but the woman and the party she was with in the blue caught my curiosity. especially the whole camera interaction she looks like someone of importance.
