No it is not, these are not console games, you can change difficulty by flipping the dip switchs to the hardest diff. level, higher difficulty levels as default on different region boards is a complete different thing, you can always set any CPS1 board to run at any difficulty level.
+chinitosoccer1 I don't know about differences in difficulty in this game but The Punisher for japanese region is harder than west versions even if both run at the same dip setting.
+ScoopArcade regarding cps1 theres no such a thing as "same dip setting" with 2 pcbs from different regions, highest difficulty setting is the same on both US/world and JP region, it is the default settings that is different.

Again, is the default settings that are different, also theres more than one set of items, each version has different default number of lifes, bombs, damage level, enemy frequency etc. but you can set any region of the game at the same difficulty settings if you want, I know this well because I have owned PCBs from both versions, the only difference is that JP version adds blue fire to some attacks while US/world version has more bloodier/realistic effects.
