I think Sonic team building up Hyper Sonics return for a future game (perhaps adventure 3?) is the best thing they could do for the blue blue. It would allow for them to create a Wonderful story built up over a decade all cultivating with Hyper vs (I dunno god)
There's actually lots of reasons to believe that the blue eyes isn't the full transformation 1. An interview with Segas social media they stated that Sonic blue eyes means something more 2. Morio Kishimoto actually made darkspine Sonic so since there is a new form he'd definitely make it alot cooler than just blue eyes 3. I doubt they would show the entire form in just a TEASER trailer they most likely to build up hype around the new transformation
perhaps it's a newer hyper form without bringing back the hyper that we once had --or Perhaps it wasn't finished and we will see him completely change to his hyper form
You know, Dark Sonic is technically possible! In theory, at least. From my understanding, base Super Sonic is a culmination of both the positive and negative energy within the unpurified emeralds. If it were just the NEGATIVE energy.... tl;dr that'd be dope af

If this is just a stage leading up to it like I theorized, than it's possible they're trying to keep the hype going throughout the DLC's release. It being a precursor, means it would be hype both story wise, and for Sega's bank account lol
lets all be honest super sonic 2 was a MASSIVE dissapointment, I mean cool that we got a new form but it's literally just super sonic with a different aura and blue eyes. I mean according to sonic mania the hyper form is still canon however sonic using hyper isn't, maybe sonic did cannonically use hyper in the classic timeline but in the modern timeline no it doesn't exist
Why is it a disappointment? Even if it has a simple design, it is very cool with its strength and behavior. Plus, the simple design was made to show that this is a Super Sonic boost and not a full-fledged form. And besides, there is a good reason for this - he uses only a fraction of the cyber energy, because it is still fragile and if he abuses it, he will quickly lose it.
