Are you using Acrylic paint (deluted with flow medium?) to outline the Lotus and add the fine line work or ink?

I used a tool called the Line Applicator to outline the lotus. I filled it with acrylic paint (the paint brand is Cadence). I thinned the paint with a little water so that it would flow better from the line applicator and it wouldn't clog.
