Is President Marcos really nonchalant about Charter change?

The President has been hot and cold on changing the Constitution. When he first came into office he said charter change is not his priority. But a year later, he changed his mind and the House passed RBH 7, which proposed economic amendments to the constitution.
What if Marcos changes his mind again? What are the chances they would really go for a political charter change?
