      For a short general answer: God is Royal, He is the King of the Kings, and a King speaks with the plural. However, not only kings speak in plural, even presidents today speak in the plural, (and Allah’s is Sublime Similitude).
      Now, if you are a “learner” just like me and wish to go more in depth understanding of the Qur’an, then here we go, in 3 stages answer:
      1. The kinds of pronouns used In the Qur’an for Allah (the Almighty):
      We will find different kinds of pronouns used for Allah, and to understand this logically. First we have to understand what are the different kinds of pronouns. As we all probably remember there is: 3rd person (He, She and They). 2nd person (You). And 1st person (I and We). In the Arabic language there are 6 kinds of [You]: Anta (you), Antuma (both of you), Antum (all of you), Anti (you lady), Antuma (both of you ladies) Antunna (all of you ladies), total of 6 [You’s]. Now, when in the 3rd person, Allah uses only [He (Huwa)]. In the 2nd person Allah uses only the singular [You (Anta)]. Does Allah use [They] for Himself? No! Dose Allah use [All of you] for Himself? No! He always uses the singular 3rd person (HE), the singular 2nd person (YOU), and the only time He uses the plural, is in the 1st person, to find [I] (Ana) and [We] (Nahnu). Now, if this was actually, literally, plural, then we should find it in the 1st person, we should also find it in the 2nd person and we should also find it in the 3rd person. But do we? No!. We only find it in the 1st person (I and We) which means it is not literally plural. Otherwise, If it was, it would be all three persons (Their, You All and We). That’s just not the case in the Qur’an.
      2. The use of these persons (3rd, 2nd and 1st) in the Qur’an for Allah (the Almighty):
      Lets start with [HE]: when Allah is being formal or when Allah is distancing Himself from a group of people, we’ll find [He]. Here is a formal in (Q28:70) “And [He] is Allah; there is no God save Him,..” and in (Q6:2) “He it is Who created you from clay..”, and here is a formal distancing in (Q6:18) “He is Irresistible, (watching) from above over His worshippers..”.
      Now, the use of [You]: Allah uses [You (Anta)] when the slaves of Allah talks to Allah (e.g. in prayer) and then by getting closer to Him, here in (Q2:128) “.. Truly, [You] (Anta) are the One Who accepts repentance, the Most Merciful”. Here Allah gives us the opportunity to address Him, using [You].
      Now, the use of [I] and [We]: Lets first start with [I], assuming the question is all about “God (Allah) should have always used [I] to indicate the Oneness of Himself”. If we study the Qur’an and look for [I], we’ll find [I] gets used when there is extreme case of Love or extreme case of Anger. Here in case of extreme love in (Q15:49) “Announce (O Muhammad) unto My slaves that verily [I] am the Forgiving, the Merciful”, and also in (Q2:160) “..[I] am the Relenting, the Merciful” and in (Q2:186) “…Concerning Me, then, indeed, [I] am near, [I] respond..”. And here in case of extreme Anger in (Q5:115) “..[I] will punish him with a torment..”, and in (Q7:12) “..When [I] commanded you?..”. Thank God, He doesn’t use [I] all the time, so we can know which places are extremely special.
      In the other hand [We] is used when Allah speaks in the role of the King. In the role of Majesty, and when a King specially passes big policies or when a King gives us a lot of great gifts, then He demonstrates His Royalty and Majesty. We’ll find [WE] overwhelmingly used when Allah talks about the revelation of the Qur’an, which is a great gift to humanity, here in (Q15:9) “Verily, [We]: It is [We] Who have sent down the Message (Qur’an); and [We] will assuredly guard it”, and in (Q76:23) “It is [We] Who have sent down the Qur’an to thee by stages”, and when mentioning Water in (Q23:18) “And [We] send down water from the sky..”; since water is special majesty from Allah. And in (Q29:15) “But [We] saved him and the companions of the ship, and [We] made it a sign for the worlds”. Sensing the weight and the value through the verses with [WE] is just awesome!
      3. The “Oneness of Allah” is the most important concept in the Book and how Allah protects that concept:
      How does Allah protects this concept even though the [WE] is there?! At the end, [WE] is still plural, isn’t it?! Study [WE] in the entire Qur’an and you’ll find something. Right before or right after the [WE], Allah will make sure that we learn that, He is just One. Every-time. In (Q39:2), (Q108), (Q4:105-106), (Q4:163-164), (Q5:44), and in many other verses, we will find that, right after or right before using [WE] Allah will make it so clear for us, to whom [We] is referring to, by using “Allah” as His name, or using the “Lord” or “Me” and so on.. all referring to a singular (One) God for us to well remember that Allah is the One and Only.
