Dabi doesn't blame Shoto. He said it himself. He only wants to kill Endeavor and if the rest of his family gets in the way he'll kill them. Only reason he wants to kill Shoto is to bring Endeavor more pain-

New is him admitting to what he had done (20+ years of abuse), giving up the Hero title (the biggest consequence), and going to jail for however long 20+ years of abuse costs because--as people keep forgetting--abuse is a crime! Saving people does not erase that fact.
