For those having an error creating a new database connection in SQL Developper(Status failure test io error the network adapter could not established the connection connection ):
0- Make sure you have the right credentials. Normally, a program named SQL Plus should be installed along oracle express 21c. You can open it by pressing windows + type in SQL Plus. It looks like the command line (cmd) when you open it up. There, you can connect to your oracle express database, and it's a great way to know if your credentials are correct. I'm not sure if SQL Developper will tell you that your credentials are wrong, but SQLPlus surely will.
1- Make sure that Oracle RDEBMS kernel Executable is running in task manager (it should take a lot of ram). It runs by default when you open windows, after you installed oracle express. If it's not running, restart your computer. It might fix it, and I have no other way of getting it to boot (tell me if you know please).
2- Open the command line (or windows powershell) and type: lsnrctl start
Wait a little for the connexion to happen. It should write a bunch of lines in the commande line saying it worked. If it didn't, again, make sure that oracle RDEBMS kernel Executable is running.
3- It could be a weird firewall settings on your pc. Make sure it can open the port 1521.

HR schema is not mandatory, this is just for practicing SQL queries, for anyone who is working on a database need to have sample data. Instead of creating tables, inserting data etc.. HR schema is a ready made sample database. That is why I suggested to execute HR SQL script
